Estonian research funding agency is going to have a call for top researchers grants on April 1, 2016.
This is a 5 year grant with the budget 750000 EUR. The grant description is here:

We are looking for experienced postdoc or senior researcher level candidates who are willing to create their own research group in Estonia.
